Data on Adult Learning and Education

Improving data on adult learning and education (ALE) is a core goal for the UNESCO Institute for Lifelong Learning (UIL). UIL conducts regular monitoring surveys and publishes the results in its Global Report on Adult Learning and Education (GRALE). The UNESCO Recommendation calls on UIL to help develop agreed indicators and improve the mechanisms for international data collection.

GRALE 3, published in 2016, is based on survey data submitted by 139 countries in response to the GRALE III questionnaire. The survey, comprising 75 questions, covers (a) progress in implementing the 2009 Belém Framework for Action; and (b) links between ALE and three key policy areas.
