Spreading the idea of lifelong learning and participation for all

Jaboatão dos Guararapes  is a municipality in the state of Pernambuco. It is part of the Recife Metropolitan Area. The city is a very important industrial centre, hosting companies such as Unilever and Coca-Cola.

Vision and motivation

Jaboatão dos Guararapes wishes to adopt the Learning Cities concept in order to foster social leadership and tackle social issues. All of the strategic actions and educational policies implemented by the recent administration have valued and prioritized civic engagement. Citizens can only be mobilized successfully if learning policies are developed and launched in the local municipality.

One of the challenges the city faces is to optimize its structures of governance.

Plan and implementation

The city plans to implement the Learning Cities concept in two ways: first, by establishing both a strategic plan and an ongoing plan of action; and second, by incorporating learning policies into its planning processes and management evaluation mechanisms. The concept’s implementation will be further facilitated by decentralizing actions; establishing institutional mechanisms to boost participation at all levels; and establishing a culture of learning and relevant educational policies.
