Elle requiert un plan d’action concret assorti d’une grande détermination politique et d’un ferme engagement ; une structure de dialogue et un consensus impliquant tous les acteurs ; diverses manifestations festives véhiculant enthousiasme et inspiration ; un accès aisé et des expériences agréables pour tous les citoyens ; un pilotage et une évaluation adéquates des progrès ; et un financement durable et sûr.
