

Forum on Competence Orientation in Adult Continuing Education

The 16th Forum of the German Institute for Adult Education (DIE)-Leibniz Centre for Lifelong Learning took place in Bonn, Germany on 2–3 December 2013. More than 150 participants, including UIL representative Dr Madhu Singh, discussed “Competence Orientation in Adult Continuing Education” and its relation to the EU’s priority agenda on national qualifications frameworks and the recognition and validation of non-formal and informal learning.
In seven interactive workshops, various approaches and methods were highlighted to show how competence frameworks are being applied in programme planning and in reference to the German Qualifications Framework (DQR).
In a panel discussion, moderated by Prof. Ekkehard Nuissl von Rein, with representatives from Germany’s Federal Ministry of Education and Research (BMBF), the German Adult Education Association(DVV), the German of Trade Unions Confederation, the German Protestant Association for Adult Education, DIE and UIL, there was consensus that not all non-formal learning needs to be formalised and standardised, or related to the DQR.
