Improving Policy and Practice

The UNESCO Institute for Lifelong Learning (UIL) is mandated, in cooperation with the UNESCO Institute for Statistics (UIS), to coordinate the global monitoring of the follow-up to the Belém Framework for Action. UIL organizes CONFINTEA follow-up meetings as part of this monitoring process.

Supported by data and knowledge collected through the national CONFINTEA progress reports, the main purpose of the CONFINTEA follow-up meetings is to assess progress achieved in implementing the Belém Framework for Action in countries and at regional level. UNESCO Member States submit national reports for the Global Report on Adult Learning and Education (GRALE) and provide information on the progress of adult learning and education (ALE) in order to inform policymaking. The CONFINTEA Follow-up Bulletin is published by UIL three times a year and contains news on CONFINTEA conferences, meetings and follow-up activities.

In addition, UIL organizes the CONFINTEA Fellowship Programme, which aims to develop capacities to improve conditions for ALE in UNESCO Member States. CONFINTEA Fellows develop national ALE policy strategies based on the Belém Framework for Action, and they work to strengthen the existing adult education policy framework. UIL also welcomes CONFINTEA Scholars, who research issues related to the CONFINTEA process.

Finally, the ALE programme at UIL contributes to the improvement of policy and practice by overseeing the implementation of the 2015 revision of the UNESCO 1976 Recommendation on the Development of Adult Education.
