Regional report on adult education based on data collected by UIL

A publication entitled A paso lento [at a slow pace] has been produced by Consejo de Educación Popular de América Latina y el Caribe, (CEAAL) [Council of Popular Education in Latin America and the Caribbean]. This is based on 24 of the 141 national CONFINTEA Progress Reports prepared by Member States for the Global Report on Adult Learning and Education (GRALE), the main instrument for monitoring the worldwide CONFINTEA follow-up process. All reports can be accessed through the UIL CONFINTEA portal.

Drawing on the raw data from the national progress reports, A paso lento discusses nine key regional findings, including the narrow concept of youth and adult education, the exclusion of native languages ​​in the regular supply and absence of language policy in adult instruction, and that fewer than half of the countries have formulated action plans for adult learning and education since CONFINTEA VI in 2009.

A paso lento concludes that advances have been made by a select group of countries, but, in general, progress in the region has been slow. It advocates that governments respond to the commitments adopted in Belém, Brazil in 2009. This publication will be of immense value in the launching and discussion of GRALE in the Latin America and the Caribbean region.
