This publication is the fruit of five years of empirical research conducted in 24 countries from every region of the world. The UNESCO Institute for Education worked with 24 national teams and researchers who took part in three research seminars organised by the authors. The two initial meetings, in May and October 1994, decided on the study framework and tools and a sampling plan for the policies to be studied. At the third seminar in 1996, national analyses were used to develop a preliminary transnational analysis.
One hundred and twenty-two policies (legislation, government decisions and policy statements) dealing directly with adult education or closely related areas were systematically studied using a common analytical frame-work. In addition to this basic material, there is a more recent list of policies from the 24 countries in question and documents from other countries and organisations, as well as all other sources and references and the documents and analyses produced for the Fifth International Conference on Adult Education (Confintea in Hamburg in 1997), the Conference reports, and the subsequent debates, discussions and policy programmes.
