The City of Melton’s Community Learning Board has developed a Collective Impact Assessment Tool to help government practitioners track the progress and impact of learning cities and learning communities. The tool provides an evaluation method that is tailored to local circumstances, is practical and can be implemented with available resources.

Partnerships and stakeholder involvement are crucial for building learning cities. As it focuses on measuring the strength and outcomes of partnerships, the City of Melton’s Collective Impact Assessment Tool achieves an important shift from measuring isolated impact to measuring collective impact. The tool synthesizes the measurement of partnership strength with the measurement of outcome strength and sustainability in order to provide a visual representation of the collective impact of a particular partnership. The Collective Impact Assessment Tool uses criteria that determine the strength of the outcomes of learning community strategies and extends these by considering the level of partners’ contributions.

The City of Melton’s Community Learning Board anticipates that this tool will be a valuable reference for local governments, community organizations and even corporations that use partnerships to achieve measurable impact.
