
Ownership of the CONFINTEA process lies at the country level. This implies first of all the implementation of the recommendations and commitments of the Belém Framework for Action, but also includes the national monitoring. On behalf of UNESCO and in cooperation with other UNESCO units and regional offices, particularly with the UNESCO Institute for Statistics (UIS), UIL is supporting and monitoring the follow-up to the Belém Framework for Action internationally. However, monitoring is not an end in itself – its purpose is to help develop the field of adult learning and education in a lifelong learning perspective.
Apart from preparing national progress reports, countries have committed themselves in the Belém Framework for Action to initiate regional monitoring mechanisms with clear benchmarks and indicators.
